As I understand:
Winny was a p2p pirating software like napster that was very popular in Japan but isn’t really used anymore. In an interview, Ryo-kun was asked why he used such an old reference, he mentioned that he wanted to have a catchy “STOP” phrase where other stuff like “STOP NUKES” could be replaced.

So I pulled the translation for you at the end! As background: WINNY was a p2p pirating software like Napster that was very popular in Japan but isn’t really used anymore and wasn’t even when the song was written.

Daisuke: We will not forgive use of WINNY under any circumstances! Anything but WINNY!
Nao: Dai-chan. Dai-chan. People aren’t even using WINNY these days. And there are plenty of other things we have to say “STOP!” to. So there’s no point in raising your voice like that.
Daisuke: But, we can’t allow any more uploads…
Nao: No, I know, but look at the one kid left, about to cry.
Daisuke: You think so too, don’t you?
Nao: No no no! She definitely has no idea. And now the last kid has left.
Daisuke: You hate WINNY too, don’t you?
Nao: I said, no one uses WINNY anymore. Over there looking like Mitsue (Daisuke’s mom)
Daisuke: What?!
Nao: Get that Mitsue look off your face.
Daisuke: It’s one thing to talk bad about me!

Fabulous reaction, finally you found the granddaddy of weird and wonderful, even in MTH’s standards. The end part is a sarcastic collection of a number of subtle satires and digs at music consumption and some musicians. Winny was a Napster type pirate program where music could be uploaded free. Also serious references to bands who sell out and change style radically just for commercial success and  popularity at the pressures of the record companies. This is the reason for the extreme and sudden change in style in the song, and the tout of time lip syncing during the commercialised matinee type performance. Also at the end, the verbal exchange between Nao and Daisuke-han, she points out that Winny isn’t even around, so the whole exercise is pointless and that the face he makes resembling to his mother and it’s scaring the children, then he kinda breaks down for getting his mother involved in this too….. all this just enhances the intelligent nuances the band creates to achieve an overall sense of mood. They are masters of that of course. This Yoshu Fukushu album is a masterpiece, with a fairly coherent concept of bygone  school life and youthhood….sorry for the long ramble but it’s worth diving deep into their messages (though sometimes there aren’t more than surreal provocations or complete nonsense 😂)

Their video for “Vap” is great. You should really check it out. It’s completely different from their other stuff, and Nao rocks the Cindi Lauper/80’s Madonna look.

Got this explanation from a comment in another channel’s reaction to this song:

The end of the song is like three jokes in one. They are singing about stopping Winny, a Napster like program in Japan that people uploaded music for free. It is also some heavy grade trolling of bands who change their style and image to appease the record companies, hence the drastic change and the bad lip syncing at the end. At the very end, the singer starts ranting about Winny, but then the drummer (who is the guitar players sister) tells him that Winny isn’t even around anymore, so why are they singing about it? Then she tells him he’s scaring the kids, and she says to stop making “that face” because he looks like his mother when he does. They then flash a picture of his mom on the screen and as it fades away, he is yelling something like “why do you need to bring my mother into this?” This is brilliant, and once you get the ending, it makes them even more amazing!

Not sure if someone has mentioned this to you before, but it’s always nice to hear Flea comparisons when talking about Ue-Chan since he is a very big fan of Flea and his playing style is heavily inspired by him. He also tattoos similar to him as a way to pay tribute to his idol.
