This is Maximum the Hormone and the song is “Yoshu Fukushu” (1st track from the album with the same name).
The woman on the beginning and at the ending of the MV is Nao, the drummer. She sings as support in many of their songs.
I really enjoy listening to their songs, they’re all over the place and I find it very fun. There are many other great songs, like “Buiikikaesu”, “A.L.I.E.N”, “What’s Up People?” and “Zetsubo Billy” (the second opening and ending from the anime Death Note, I guess that’s how they got known in the west at first).

To add to Rick’s description – the band formed in 1998 and has maintained the same lineup since the beginning (Daisuke-Han on vocals/screaming, Maximum the Ryo-Kun on guitar/vocals, Nao on drums/vocals and Ue-Chan on bass/backup vocals – Nao and Ryo are brother and sister). They are known for their eclectic sound, consisting of various styles of vocals and wild changes in tone and pace in almost every song (you never really know where their songs are going to go). Many of their songs will poke fun at their fans, music labels, or society as a whole (e.g. “A.L.I.E.N” which is about Winny, a Japanese music sharing site similar to Napster, which is no longer around, or “Lets talk about Menkata Cottelee” which is about many ‘fans’ who complained about their guitarist Ryo-Kun and losing a lot of weight, and how it’s for his health, and everyone should think about doing it as well and he won’t be ill to please people)
Yoshu Fukushu is a song about school bullying that Ryo the lead guitarist still remembers about.
